Mediator's Contract Proposal

1. Two-year agreement, from July 1, 2006-June 30, 2008.

2. 4% effective February 1, 2007.

3. 2% effective July 1, 2007.

4. Health and Welfare co-pays for both Kaiser and Blue Cross raised to
$10.00 per office visit, effective July 1, 2007.

5. One year suspension of the Teacher's Supply Budget, effective July 1,
2007 (perishables such as ink cartridges and paper will be provided by the
district).

6. Regarding class size overage: effective July 1, 2007, instead of a
maximum cap per individual class, class size for grades 4-6 will be
averaged on a school wide basis by grade level.  Junior high school
overage will be averaged on the basis of a 5 period day per teacher for the
purposes of Articles VI A, VI B, VI E.

7. For the second year of the agreement, the hard cap maximums listed in
Article VI G will be reduced from 5 students to 2 students (e.g.,  a typical
grade 7 Social Science class maximum is 33 students, and the cap is 5
over the maximum, or 38 students). Under the terms of this agreement, the
class size cap will be lowered by 3 students. In the example given above,
the Social Science class could not go above 35 students).

8. At the end of this contract term, June 30, 2008, all contract articles will
be up for renegotiation. This will be the first time ALEA has had to
renegotiate the entire contract. In the past, we have rolled the contract
forward and have had only three contract articles, including salary, open
for consideration.
