BUDGET CUT TARGET

At the November 4th budget study session, Jim Ashton presented the target amount for cuts to the Alta Loma School District budget. This is what was presented:

• Assume 0% COLA and no change in deficit
• Assume enrollment decline of 100
• Assume no additional federal stimulus
• Revenue shortfall of $2,100,000 in 10-11 ($1.6M in budgeted stimulus money that will not be there next year, $500K loss because of enrollment decline)
• General increase in operations costs (Step and Column - $300K and utilities increase - $100K)
• Total Target Reduction Amount for 2010-11 -- $2,500,000

Must also consider $1.3M repayment to the Fund 20 (retired employee benefit fund)

WHAT WAS PROPOSED

• Suspend historic classified staffing formulas allowing for reduction in hours by attrition
• Hiring freeze on open management positions
• Consolidate classified positions - reduction of $200K
• Staff grades 1-3 at 24:1 - savings of about $1.2M with a loss of 24 teaching positions
• Pay final SERP balance of $400K from Fund 17 - district's saving account
• Move $525K from flexible Tier III categorical funding
• Mangement reduction of $75,000
• Get $100,000 from negotiations (items for discussion include teacher/overage budgets, class sizes, work days, stipends, furloughs and a new SERP

THE CORE VALUES

ALEA will defend teacher's salaries as a core value. We do not want to see any teacher make any less money in the years ahead. It is bad enough that we are not seeing any increases in salary.

With health benefits increasing and employee contributions going up, some teachers are already losing.

We will also fight to prevent the loss of jobs.
