THE GOVERNOR'S PROPOSED BUDGET

SOME OF THE 2010-11 BUDGET PROPOSALS

  • Central school district administration: Reduces by $1.2 billion school district central administration through a reduction to revenue limits. The budget proposes to also prohibit the use of future funding increases to augment central administration at the expense of classroom funding.  The districts will also be prevented from shifting central administration costs to the school sites.
  • Class Size Reduction program savings: Reduces $550 million in CSR funding to reflect projected savings in the K-3 program due to changes in districts' decisions to inc rease class size.
  • County office of education administrative consolidation: Reduces by $45 million county office of education administrative costs by requiring colsolidation of services and function...

MID-YEAR CUTS

  • CalWORKs child care reduction of $12.4 million to reflect lower caseloads for Stage 2 child care and CalWORKs Stage 3
  • Class Size Reduction decrease of $340 million to reflect projected savings in the K-3 CSD program from the change in penalty structure

WHAT DOES ALL THIS MEAN?

Well, the Governor can propose away all he wants, but the rubber hits the road in the state legislature. Any or all of this may and probably will change.

An interesting point is the central school administration cut. There are requirements and reports that have to be followed by the district office. These things are law. Cutting the district office services to a fraction of what they are now is not viable unless these legal requirements are changed.

Second interesting point: the Governor is playing around with Prop. 98 funding - again. Last July Prop. 98 was guaranteed $49.1 billion for 2008-09 and $50.4 billion for 2009-10. Here comes the Governor claiming that revenues have dropped and therefore the guarantee has to drop to $46.8 billion for 2008-09 and $49.9 billion for 2009-10.  So much for the word guarantee.

The Association will continue to monitor the madness in Sacramento and develop a plan to react when the budget is adopted. That will not happen until summer.

The District is just hanging on and trying to save every dollar it can.
